Caribbean trip help

We're planning our honeymoon for July and can't decide to go. Neither of us has spent much time in the Caribbean. If anyone has some advice, we'd appreciate it. Here's what we're looking for:
- someplace that is unlikely to experience a hurricane in July (we'll get travel insurance, but who wants their honeymoon canceled?) - I've heard Barbados misses most of them but haven't been able to confirm this;
- someplace relatively quiet - not an Mtv spring break, but not completely isolated either;
- all inclusive
- nice resort, but not too expensive - around $3500 (for a week) with flights would be good
- good views - not too built up around our resort
- also, if we're at an all-inclusive, how much extra should we plan to spend? Are there any all-inclusives that really aren't all-inclusive?
- also, what are the advantages of going to a British Commonwealth island?
Thanks for your help, we thought the wedding planning was the tough part.

one last thing - we'd prefer an island with few safety issues

I'd look at Barbados, Aruba, Curacao and Grenada since these islands are located in the southern Caribbean which is less likely to be impacted by a hurricane than the northern Caribbean islands. But, as Hurricane Ivan showed two years ago, even the southern Caribbean islands can occasionally get hit by a hurricane.

Look into the Curacao Marriott. Not sure where you are coming from but you should be able to do it within $3500. It is a nice hotel on a nice wide beach. There are several other beaches on the island that you can explore. It is not a scenic island but is outside the hurricane belt (less likely to be impacted by a hurricante). It is not an all inclusive but there are several nice restaurants on the island. I do not know of too many all inclusives so if this is a deal breaker just ignore my response.
