Pretty much anywhere - on the DUTCH side of the island.
The ENTIRE island is completely duty free but, due to the fact that on the French side the currency is the Euro, the exchange rate to the US Dollar makes it considerably cheaper to shop on the Dutch side.
All the major supermarkets regularly have 'special offers' on various brands of alcohol, so shop around a bit, but even if it is not 'on sale', booze is still dirt cheap.
For example, earlier this week I bought a 1 liter bottle of Absolut vodka for $8, and a 1 liter bottle of Beefeater gin for $10 - but bottled water - in comparison - is expensive !
