4/5 days during Presidents week-is there any place that a family of four could go without breaking the bank?

Not Jamaica. I don't know anyone who has gotten sick there, we drink tap water there all the time, kids and all. Dengue? I've gottten my share of mosquito bites there, I suppose it's possible to get it there but it's not like there's an outbreak going on or anything like that....
In Mexico I did get sick, despite drinking only bottled water.
That budget may work for a villa in JA as tiverton suggested. Not including air though, if it's $600-800 total. 4 nights in a villa you can probably arrange. If it's $600-800 per person there are lots of options in JA.
If you choose a villa and pick one in a tourst area like Negril, there will be plenty of pay-as-you-go watersports.
