Maggie, this may confuse you even more, but I think you should also take a look at the Laurel Point Inn and the Magnolia, which are my favorite hotels in Victoria (as opposed to B&Bs). The south wing junior suites at the Laurel Point are spacious, beautiful rooms with water views, and its location (in a parklike setting right on the water, a 10 minute walk from the center of downtown) is fantastic. The Magnolia is a new boutique hotel next to the Empress that has been getting raves from everyone who has stayed there...gorgeous rooms and fantastic service.

I like the facilities at the OPR and the views, but the rooms are really nothing special...I found them to be a disappointment after the spectacular lobby. And the Empress is just too big for my tastes. I was SO disappointed in the service there, but I think it's just a function of the hotel's size--it's just too big to provide the level of personal attention that a hotel of its caliber (and prices!) should offer. If you DO stay there, do it right and splurge for one of their Entree Gold (concierge level) rooms--that way you'll at least get good service.
