Will you be allowed to see Butchart Gardens in BC if you only have a birth certificate and photo id drivers license from the United States? We are flying in to Seattle on the 4th but want to visit Butchart Gardens on the 5th.

You need a passport.

Elberko is correct. In order to come into Canada and also to return to the US, you need a passport.

Actually, US citizens can enter Canada without a passport. This is from http://www.cbsa-asfc.gc.ca/security-...dmiss-eng.html

If you are a citizen of the United States, you do not need a passport to enter Canada. However, you should carry proof of your citizenship, such as a birth certificate, certificate of citizenship or naturalization, as well as photo identification.

The issue is that you can't get back into the US without your American passport.
