It wasn't my intention to complain about either the tax or the refund program; only to make some observations about the changes. I'm not sold on the idea that the tax should be refunded at all. I know that some European countries also have refund programs, but I've never bothered with them with the exception of Iceland, where it was a very simple matter to turn in a few receipts at the duty-free shop at the airport and be "rebated" a couple of bottles of vodka. :o)
