Cheap I don't know-very little is cheap in Vancouver-try this place it's in a good area-quiet and safe.
http://www.shaughnessyvillage.com/

Something a little more interesting would be the Hostelling International Downtown Vancouver hotel, on the corner of Burnaby Street and Thurlow, in downtown Vancouver's West End. It's in a safe residential community downtown, 2 blocks away from the beach, and a short walk away from many attractions (Stanley Park, Gastown, Yaletown, Robson Street, etc) - and just across False Creek from Granville Island.

It's also a lot cheaper than Shaughnessy Village. If he has a student ID, I believe he can get student discounts. The hostel also has private rooms if that's an issue. All in all, it's one of the highest rated hostels in the city, safe, and in an interesting area.

Here's the website for the hostel:

http://www.hihostels.bc.ca/mainvancouver.htm

I would recommend the Kingston Hotel in Vancouver. I have been there for 2 years now. It's clean and cheap.
http://www.kingstonhotelvancouver.com/

Karel de Jeu
The Netherlands
