try the lakeview inn. It is a B&B. I almost stayed there. I think it was $115 CAD per night.
Incidently, our room rate at the Harbour House was $230 CAD. But, I understand if you want to work within a budget. There should be many options this time of year.
The other place we almost stayed at is called lakewinds country manor. i believe he quoted me a rate of $120 CAD. I cannot remember for sure. It was under $150. here is there website.

I have dined at the Charles Inn on Queen Street and the inn looks realy nice. It used to be the Kiely Inn but was taken over by the owner of the Harbour House. I did not see any of the rooms, but the pictures were really nice and the dining areas very clean and comfortable.
Also, just recommended by Toronto Life is the Riverbend Inn, located on the Niagara Parkway.

We called the Shaw Theatre for tickets...and requested recommendations
for B&B within walking distance to the
theatre. (One of the reasons I wanted
to stay at Pillar and Post...which was
ALWAYS booked and, I'm told it has
the best massage in town). The recommended B&B (short drive) was
not particularly romantic,...but very
affordable...downright "cheap" compared to Pillar and Post...with WONDERFUL
FOOD AND interesting guests. Sometimes
we stay in the Falls area and just drive
over to the Shaw...there is a new
Hampton Inn overlooking the Falls...and
sometimes we stay at the Sheraton
close to Niagara (nice...but much less
expensive) and then we splurge on food
at Hillebrand's and buy lots of wines
there and at Jackson Triggs.
P. S. I just LOVE Niagra on the Lake...
artsy and charming.

You must book a dinner table at Peller Estates winery. The wine, food and service is the best I have experienced in a long time.
