We stayed in upper town at the Sainte-Anne at 32 rue Sainte-Anne, excellent location on a quiet street across from the Chateau, easy walk to everywhere in old town filled with little parks, shops, museums, galleries and eateries.

We are currently staying at Hotel Champlain on 115 Sainte-Anne. A lovely hotel including free espresso/cappucinno around the clock and continental breakfast. You also have the option of booking a reserved spot with the hotel for you car at a reasonable rate of $14 per day. A great location. We are enjoying it.
