Niagra Falls ON without the passport

Can someone please, explain it to me how am I supposed to understand following:

Travelzoo Tip: Don't have a valid passport? Don't worry. Enforcement of the Western Hemisphere Travel Initiative, which requires a passport for travel to Canada, doesn't go into effect until June 1.

Does it mean we can go with DL?
What about teenage kids?

We are in US. Thanks

Sorry, I am still not so sure...
What about before June, 1st.
What papers acceptable to travel to Canada today?
Is USA DL ok?

In addition to your DL, bring certified copies of your birth certificates. I cross the border quite often with a friend who does not have her passport yet...one time she only had her DL and the customs agent gave her a hard time and told her to make sure to bring her birth certificate next time.

In order to get back into the US you should have both proof of identity (DL) and proof of citizenship (certified copy of birth certificate) up until June 1. After that a passport, passport card or enhanced DL if available in your state.

I've crossed twice in Windsor lately and they have all these professionally printed signs up saying, "Are you ready for June 1st?" Well under each one, someone has scribbled the words "passport". Apparently the toll booth people got sick of everyone asking what was happening on June 1st!

Until June 1, you do need proof of citizenship and that means birth certificate and a photo id. I believe children without a DL only need the birth certificate. A voter's registration used to work, but not for the last several years.

My mother-in-law was stopped years ago (pre 9/11 even) because she only had a DL. They took her into the office and didn't know what to do with her. She dug and dug through her purse until finally finding her Bar Association card. She managed to convince someone that you had to be a US citizen to be a lawyer. I don't even think that is true, but they let her back in.

LOL, kellie!

I am glad I asked. Thanks for all the info to all who replied.
I think I will have to take my friends to see Niagra from US side.
