When I used to live in Montreal...
Lots of "underground" stores in indoor shopping malls downtown were open, generally where the underground mall was adjacent to street level stores that were open.
Some other stores, directly under office towers (rather than under big stores) were closed.
So, for instance, you could leave the Queen Elizabeth Hotel and get into theundeground mall beneath Place Ville Marie and pass closed stores, but as you got further along (and under St. Catherines Street) near, say, The Bay, you'd find lots of underground stores open.
