For JbtF, you go inside a building, down an elevator, and then through a tunnel to 1) stand to the side of the Horseshoe Falls; and 2) to go directly behind Horseshoe Falls to look out through the sheet of falling water (unlikely to actually see anything but the falling water).
The Cave of the Winds tour takes you down wooden walkways until you're just 20 feet from Bridal Veil Fall. From what I've seen and heard, it is more extreme of an experience than JbtF. When you see videos of people getting drenched by the falls, it's usually from this tour.

Oh my goodness! I so want to do the Cave of the Winds tour! that would be so awesome!
Are the tours expensive? I will be taking a day trip from Toronto to Niagara Falls and would definately like to get the drenchy area.

I haven't done Cave of the Winds yet, but it is pretty awesome to watch. I'm going back next summer and have been watching shows on the Falls and now I'm in pretty much a tizzy from having to wait.
For the Canadian side, you can get a pass for $34.95CAD that includes the incline railway, MotM, JbtF, BC and WWW. It also includes a discount off the $10 ticket for the Spanish Aero Car.
For the US side, it looks like you can get a pass for $24.50 that gives you 30% off all the US attractions. For just the Cave of the Winds tour, it's $10.
Kids tickets are provided at a discount. It amazes me how I can rattle all this stuff off now - I think I've been doing a bit too much research...

I would also definitely suggest MotM. Everyone I know who's done it loves it and says it's worth it. And be sure to bring a waterproof disposable camera for MotM, JbtF, and CotW - you won't regret it, the rainbows are to die for.

I have done both tours. Journey BTF is a fine tour that is as toedtoes describes. I would not do it again though. Only because I have seen it.
Cave OTW is an awesome tour that I have done twice and would surely do again. You get right up close and personal with the Bridal Veil Falls. The pictures I have from this tour are amazing. Buy a waterproof camera. This tour is located on Goat Island on the American side. Another benefit of this tour is to see all the falls from this point of view.
Cave OTW is not to be missed IMHO.

We just went to Niagara Falls in June. Our Canadian bed and breakfast sold us combined tickets for about $30. The combined ticket didn't include the Cave of the Winds but we made good use of everything else on the card. We really liked the Whitewater walk and riding over the whirlpool on the Spanish Aero Car. My daughter loved the Butterflies at the Butterfly Conservancy. Enjoy.
