I can't tell you about the inside of the hotels but: (1) one side of the Hilton downtown currently faces a construction site; (2) the Inter-Continental is on the edge of Yorkville (glitzy shops, people-watching (rich people, that is), chi chi restaurants - but also near the museums, a pretty and lively residential neighbourhood called the Annex (beside University of Toronto); the Hilton is close to downtown sights (the CN Tower, theatres, nightclubs, funky Queen St West) in the central business district but I find it a little soulless (except for Queen West) on weekends; but (3) the two hotels are only about 10 minutes apart by car (in traffic; 5 minutes without) - in other words, you'll be in the centre of the city in either location. Without comparing hotel amenities, I'd pick the Hilton in winter (it's very convenient to everything) and the Inter-Continental in summer (it's in a neighbourhood where you'd sit outside on a patio).
