April in Quebec City
 

A friend and I are planning a trip to Quebec City in late April (1st time for me). Is this a good time to visit, weather-wise? Looking for ideas on what to see and do and where to stay (under C$100). We plan to be there for about 3 days. Is it necessary to have a car? Any day trips that we shouldn't miss? Thank you very much for your help.
