3 week cross-Canada trip Oct 2012- is the following itinerary feasible?

While I AM indeed long overdue to return to Victoria, its NON-contemporary ways were its charm back in the day.
It would be sad to go to Vancouver Island and find strip malls and 7-Elevens side-by-side with Subway Sandwich Shops and little else.
Vancouver Island's ISLAND ways are what seemed to keep it from being overrun by mainland society.
Though it dawns on me that the giant changes in the lower mainland over the past 20 years certainly must have affected Victoria and surrounds as well. (none of said realization should make anyone more eager to get there and see it)
