That's a very low budget for Sydney, where accommodation prices are on a par with NYC, London, Tokyo.
At AUD 130-156 on today's rate, you're in backpackers', or shared facilities territory unless you strike someone having a sale. However, prices quoted are all inclusive, there are no additional surprise taxes - and you're not required to tip everyone who breathes.
One excellent option ( with private facilities ) is the Sydney Harbour YHA, which has double, ensuite, rooms for AUD 156. It's not a hotel, but it's in a great location, has a rooftop terrace with a billion dollar view of the Harbour & city skyline, and is very close to myriad eating options at every price & cuisine.

Have a look at bookings.com.au - that will give you an idea of what's available at your price point. Many places may not have firm rates up for November yet - so suggest you contact any that appeal to you direct.
It may assist you in selecting an area to know that what Americans call "downtown" is referred to as CBD ( Central Business District) in Australia.

Sydney is a very walkable city with excellent public transport, so don't be too concerned about needing to be right at train stations etc.
Google's "get directions" function is pretty good to give distances & estimate times between points.

For that price, you're not going to get a hotel in Sydney. As Bokhara2 has pointed out, you're looking at backpackers and hostels for that price. If you want cheap accommodation and don't mind moving a little further out of the city, we recommend the Homebush Sleep Express Motel (it's located in Chullora and is close to public transport, so you can get into the city when you need).
Again, Auckland isn't an overly cheap place to stay. If you don't mind travelling a little out of the city, we can recommend the Essex Arms Hotel Motel in Waikato and the Alfa Boutique Motel in Paihia. Both are very comfortable and won't cost you an arm and a leg, but you will need to travel into the main city area.

Mercure Auckland is very central to the cruise ship wharves and from $169 NZ dollars per night.
Oliversmith - I think a little out of the city is an understatement for your recommendations as one is in Hamilton about 1.5 hours away and Paihia is in the Bay of Islands 4 hours north.

Correction: CENTRAL Sydney is walkable. The city as a whole is not. Sydney covers 4,689 square miles, which is more than 15x the size of New York City. Its train system is nowhere near as comprehensive as that of an equivalent large (population) city like NYC, London, Paris, Berlin, Moscow, Madrid or even Chicago. The buses may reach everywhere but buses are subject to traffic flow and Sydney traffic is often unpleasant.
For 100-120 USD/night, you will obtain a dump in central Sydney. Consider how far out you can stand to be or how much you can bump up your budget.

If you use hotwire you can probably find something near your budget, I just plugged in 3 days in Nov and got a 4 star place in Rushcutters for $122 per night Inc all taxes, you don't know the name of the hotel but if you are willing to do some research you can work out the hotel.
