Most are since they are all pretty remote.
I went to Navini, it's a tiny island. You pay your room charge, a meal plan but drinks were extra on a tab. Activities were included, though Scuba (a company picked you up for this) was extra.

There are so many choices available in terms of accomodation. It all depends on what your looking for and what your budget allows. Most, if not all resorts offer a meal plan, excluding liquor, etc.

How about an all-inclusive on the adventure cruise Tui Tai that leaves from Savusavu. Check out their website if you want some acitivty while you are in Fiji. It was quite a wonderful experience in terms of scenery, culture and sport. We loved it.
