When you write, 'Tahiti', I assume that you mean 'French Polynesia'?
I would say that in general, I have seen better dive sites in Fiji, compared to French Poly. In particular, the sites in the Somosomo Strait, between Viti Levu/Vanua Levu and Taveuni are some of the best I've ever seen. All sorts of exotic soft corals, walls, tunnels, etc.
I think that Fiji has better sites than the FP's Society Islands, but there is some spectacular diving in the Tuamotus, specifically Rangiroa. Rangi has some awesome drift dives in the atoll passes, with more fish (and big fish) than I have ever seen. Diving here is not for the faint of heart or inexperienced, as there are strong currents that could easily take you where you don't want to go.
Bottom line: If I were heading back to the S Pacific, I would go to Rangiroa, now that I am a bit more experienced than when I went there before. When you are not diving though, there is not a heck of a lot else to do. If I were not an experienced drift diver, I would defintely go to Fiji (specifically Taveuni), where there will also be a lot more non-diving things to do.
