Which month of this year can I travel to Thailand and is it safe?

Safe? Safe from what? No widespread reported rapes like in India. But very poor air quality in northern Thailand starting TODAY and extending to April.
Except for the air pollution and numerous motorbike accidents, Thailand generally safe. April the hottest month in No. Thailand, ( possible to have 30 days above 40* C) weather more moderate near the coast.
Currently 2 week hotel quarantine due to Covid, which puts you a prisoner in all respects. When will Thailand open to casual visitors is very unknown.

Best time for me is when I do not have to pay for 2 weeks in quarantine. This means you in a room twiddling your thumbs for the entire time. Maybe a short break each day to get some fresh air then back to the hotel room. Quarantine hotels are not necessarily cheap if you are on a tight budget.
First thing to research is WHEN you can visit without too many restrictions. You will need health insurance and probably need some sort of "Fit to Fly" certificate. Being able to get one of the Covid 19 vaccines might be necessary too. Your particular requirements may depend on what country you leave from. Locate the Thai Embassy in your country for specifics.
Short answer for when to visit under normal times is that tourists visit Thailand every single day of the year no matter if hot, rainy or mild season.! My preference is the off season when hotels are cheaper. During rainy season plant life looks more alive. If you need a good beach for swimming or diving research the beach best for the month you can travel.

Before you book hotels and plane rides make sure you verify anything you read about concerning new changes in entry requirements.
