If it were me, given the weather info, I'd opt for Hua/Hoi An/DaNang. The highs in that area are 81 F, lows 68-72 F, and there is an average of just 1-3 inches of rain in that area in March. I'd stay part of the time in Hue, part of the time at the beach in DaNang.
Hanoi will be cooler, highs of 72, low of 65, but an average of 20 days of rain in March.
