I would go by car or bus. Driving from 2 - 3 hours depending on the route the driver take.

Bus is straightforward and cheap.

I recently took a $50 flight on Nok Air from CR-CM. A beautiful 12 seater Cessna. Very scenic and fun. 40 minutes.

In Chiang Mai you can get tours to Chiang Rai and the Golden Triangle area pretty easy. Some of these tours drop off tourists and a few days later pick them up.

There is more to do in Chiang Mai in the evenings than in Chiang Rai. Some tourists are happy with just a single day there and then use their time seeing other places. Up to you!

Several buses available. Travel agencies also can arrange car and drivers for you. Lots and lots of travel agencies all over Chiang Mai.

Good luck.
