Go to Kyoto, Nara. Visit the castle in Himeji. Stop in Nagoya to attend the grand sumo tournament. Visit Magome/Tsumago and walk the Nakasendo. Go on to Hakone, maybe, and Tokyo.

There are several Japanese chain hotels that are in your budget. Toyoko Inn, APA Hotels, etc. You can book online. There are travel agents at JR stations that can help you book a room.

With 10 days, I agree that Kyoto and Nara deserve your attention, along with Himeji-jo:

You might want to consider spending a night on Koyasan:

Since you are leaving from Tokyo, consider a day-trip or overnight to Nikko:

and/or a day trip to Kamakura:

And given your interests, while in Tokyo, you might want to concentrate on Asakusa:

You might want to ask the editors to add a "Japan" tag to this thread (click on the orange triangle to contact the editors).

Enjoy!

There are countless places you can see between Kansai and Tokyo. The jewels of the country are in Kyoto and Nara. The three best sights in Kyoto are the Kinkakuji Temple, Kiyomizudera Temple, and Fushimi Inari Shrine
https://www.youtube.com/watch?v=EandKTAwfOM
Fushimi is the most time consuming; you could spend a couple of hours to over half a day if you want to romp over all the trails. Nara is often neglected by some tourists, which is a shame. Missing the Todaiji Great Buddha
https://www.youtube.com/watch?v=wiGqHkHIPWs
in Nara is like going to India and skipping the Taj Mahal. Nara Park has a lot of great places, such as Kasuga Shrine, Kofukuji Temple, and feeding the many deer in the area. A few other great places missed out even by those who go to Nara though are the Isuien
https://www.youtube.com/watch?v=kk-7IoLELio
and Yoshikien Gardens. They are gorgeous and not crowded at all.
Himeji Castle is also the best in the country, and a night at Koyasan is also a very unique experience.
For the Tokyo area, there are also several places you can see in the area - Nikko, Kamakura/Enoshima, and Hakone or the Fuji 5 Lakes area.
In Tokyo a few of the best places to see are the Tsukiji Fish Market
https://www.youtube.com/watch?v=CURUcgQDF_k
plus the site that every last tourist goes to see, the Sensoji Temple
https://www.youtube.com/watch?v=SwjnQDjwaPQ
If you are in Tokyo on a Sunday afternoon, be sure to go visit Harajuku
https://www.youtube.com/watch?v=3tY7jPFhTBM
to see the youth with their wild fashions. Meiji Shrine and Yoyogi Park are next to it and well worth seeing also. And be sure not to miss the Shibuya Hachiko
https://www.youtube.com/watch?v=b7f8034bejU
intersection especially on a weekend when it looks like half the city is crossing the street at once.

You would need some of these side trips if you wanted to get a 7 day JR Rail Pass and make it pay off. An alternative would be to fly on a cheap low cost carrier like Jet Star, Peach, or Vanilla Air.
For cheap places to stay, look at some good business hotel chains like Superhotel, Toyoko Inn, or Comfort Inn. They're not fancy, but they are clean, quiet, and they throw in breakfast for free.
To get into Osaka or Kyoto from KIX, or to Narita Airport from Tokyo, look into some 1000 yen buses:
