Snorkeling in Penang

Planning to head to Penang next year. Heard the beaches in Penang are dirty & is not the best place to snorkel. Any suggestions of beaches in Penang that are has clear water and abundant fish?

Where would be the best place in Penang to go for Island Hopping?

There is no snorkelling anywhere on Penang. I didn't find the water dirty (I was there 2 weeks ago) but it isn't recommended to swim because of the jellyfish. You could take a day trip to Pulau Payar for some snorkelling.
