Snorkeling/Diving in Philippines vs. Thailand
 

My husband and I are torn between a private island Philippine vacation and a trip to Phuket/surrounding islands. We are considering December of next year.

Can anyone advise us of the snorkeling and diving conditions at that time? Will the water be more/less cold in one location vs. another? Will the visibility be better at one vs. other? Is one (possibly the Philippines) better for this type of activity overall - no matter what the season?
