If there are surcharges then I wouldn't want to deal with that as those surcharges can add up.

As for Singapore hotels, there are some hotels that offer a stay three days and get the 4th for free offer as what I got at the Four Seasons on last year's trip and will also have on this trip.

Any thoughts on Bugis (InterContinental) as a place for a first-timer to stay?

I haven't stayed at the InterContinental, but I walked around inside of it some years ago. It's a very good location as it's at Bugis Junction. I go to Bugis Junction often as I walk to Arab Street from there. The hotel is not far from the big hospital which I walk past on my way to Arab Street.

We stayed at the Intercontinental on our last stay in Singapore a few years ago. It came high;y recommended by a number of our Fodorite friends. The location is good, the club has wonderful offerings, but we felt like the business orientation took a bit away from our experience. The staff were not as warm and welcoming as we have experienced elsewhere in Singapore.
