Planning my Philippines trip

My message...3 weeks in the Philippines in September.

I land in Manila and fly from Manila at the end of my trip. To get the most out of my trip I want to leave Manila airport that same night to my first destination. However I land in Manila at 6.55pm which limits where I can fly to at this time.

I'd like to visit in no order:

1) Palawan

2) Bohol

3) Cebu island as my base and from there go to Oslob, Siquijor, Siargao, Camiguin, Apo Island.

I have realised I have chosen too many places to see in only 21 days. Where should I remove from my trip? In terms of not worth doing/seeing but also being a pain to get to or requiring a lot of time to see.

Also in which order should I do it to save the most time and save costs?

If you don't plan to return, you'll want to add Boracay to your list.

One possible itinerary:
Arrive Manila
Next day fly to Puerta Princessa
-- Have a hotel booked in Sabang for 2 nights and ask them to arrange pickup and also to arrange trip to underground river.
-- Have the hotel transport you to the bus to El Nido go to El Nido for at least 3 nights see all the beautiful lagoons ( by boat) and beaches ( commando beach by trike).
-- Take shuttle back to Puerta Princessa airport, fly to Cebu or Manila
Fly to Caticlan take boat to Boracay, spend a few
nights in Boracay.
Fly to Cebu, take a boat to Bohol, spend a couple of nights on Panglao Island and do the tour to see the Chocolate Hills etc. While at Panglao do some snorkeling and go see Balicasag Island.

Of the other places, I've only been to Camiguin. I went there from Cagayan de Oro which is on the island of Mindanao. Siargo is also in Mindanao. Apo island is off the island of Negros.
