I've got the list of available hotels in Mumbai http://www.wego.co.in/hotels/india/mumbai here you can sort the hotels by pricing and star (1 star to 5 star).

If you want a cheap, good hotel in the best possible location (Colaba) I recommend Bentleys Hotel. Their website is http://www.bentleyshotel.com/
You could also look at Godwin, Garden or Ascot.
Pay a little more and you could stay at the Fariyas Hotel which is a 4-star in the same area.
