If so...what does it mean at the top...where it says Indian Mission (it is a required field)

Indian mission mean for which purpose he want to go in india. you have to must mention it in the given field.

Looks like the embassy or consulate that will pricess the application. You can figure out which on the BLS site.

If your son is in college how come he isn't doing it? Isn't he going to have to sign the application?

Thursdaysd is right. Why isn't your son posing this question to the tour organizers who are no doubt glad to accept his/your money? He's not just taking a trip, he's taking responsibility.
