Getting to Koj Phangnan is not hard. Finding a hotel is the difficult part. You can reach the island easily on a 45 minute ferry ride from Koh Samui. You can arrange a ferry ride and transport to the ferry docks at any tourist shop on Koh Samui. Trust me these are everywhere. I don't really know if you can even book a hotel on the island prior to arriving. I assume you are planning on going to the Full Moon Party, which is the biggest reason to go. Be warned that the guesthouses fill up quickly the closer you get to the full moon. I went to the island about 3 days before the party in Feb. last year. I tried to book a place to stay from Koh Samui but had no luck. And I found it impossible to find any information on places to stay on the Net. Koh Phangnan does not have big hotels like Koh Samui or Phuket. My best advice is to take an early morning ferry and as soon as arrive, make a dash for the guesthouses - just follow the flow of pedestrians. The island is well worth it. It's more suited to young people and the beach was nicer than ones I found in Phuket, Samui and Phi Phi.

You can also get to KPG from Chumphon via Koh Tao, this is useful if you are heading there from Bangkok. Unless you plan to fly to Koh Samui ( about $80 o/way ) Chumphon is halway down the coast compared with where you take the ferry to Koh Samui you you might as well bus or train to Chumphon and then go from there, Koh Tao is worth a day or so anyway.
