whether it has re-opened for tourism? Or is it instead still closed to the public after the quake?

I opened then closed again.

Closed since the August 2018 earthquake, except for a few months in the spring of 2018 when it was open on a very limited basis before reclosing. Jiuzhai issued an official statement just last week to "be patient." There are strong rumors that the park will reopen late this spring/early summer but there has not been a formal announcement of a reopening date. The Park will be going to daily capacity controls (I've heard numbers like 20,000 people per day) but so far unclear as to whether they will require tour group access only, or will sell individual tickets at the gate as previous. One of the limiting factors will be support infrastructure like hotels, etc. Many of the earthquake-hit properties are not back online and may not ever be.
