Viator is always a good place to start since they are resellers of group tours. Here is one https://www.viator.com/tours/Tokyo/N...RoCqEgQAvD_BwE

We used JTB Sunrise Tours for a day trip from Tokyo to Nikko. It was good enough, although now I would probably do the same trip on my own. The guide we had was fantastic, she was a retired broadcaster, and she even gave a full seminar on Japanese history during the bus rides. However, we travelled on one of those big buses, and I now prefer going on my own. In summary JTB Sunrise Tours is probably as good as it gets for that genre.

I'm not sure why you are seeking a tour -- it is extremely easy to see Nikko on one's own. Here's some information:
https://www.japan-guide.com/e/e3800.html

BUT if you do decide that a tour is necessary, you might consider options through the Goodwill guide service: The Japanese National Tourism Organization coordinates free volunteer guides – “Goodwill guides” – who are generally knowledgeable and happy to guide you in return for practicing their English – which can be excellent, but it is a bit of a luck-of-the-draw.

You pay any entrance fees and his/her meal if your time with the guide includes one. Do NOT tip these guides, or anyone else in Japan.

Hope that helps!

I went on my own. It as easy to get there by train from Tokyo. I booked a hotel on Japanican.com. Once you are in Nikko there are buses that take you to the key places e.g. Kegon falls.
