Check out www.indianrail.gov.in - I could not find a train going from Delhi but I'm a newbie on the indian railways site!

Unless they have built a new one recently, I doubt it!! But going to Shimla by train is one of the best adventures. It's a really, really, slow train (and long may it continue). It's not a steam train like it is (was?) to Darjeeling - but it is a toy train. Else fly, or go by bus.

By train I think 9-10 hours. By air there are direct flights only certain days of the week.

Delhi to Kalka overnight by Kalka Mail - (about Rs 700 per person AC II) dep (old delhi rlwy stn)10:50 pm - arr Kalka 5:00 am)(Dep Kalka 6:00 am - arr Simla 11:00 am)
toy train from Kalka to Simla will take 6 hrs (very slow and really nice). Alternatively by road from Delhi (260 kms)to Chandigarh about 4 hrs (decent 4 lane highway) and another 3 hrs to Simla (100 kms of hilly roads). By air is not really worth it as the airport in Simla is way out. Let me know if u need a few more details.

You had also asked about trains to Goa from Delhi : best direct one is called the Trivandrum Rajdhani which leaves Delhi at 11:00 am and reaches Goa (Madgaon) the next day at 12:25 pm. The fare would be about Rs 3000 (AC II) and Rs 2000 (AC III). Alternatively you can take the Rajdhani train to Bombay (18 hrs) and then go to Goa by Bus , Car, Train, and something called the Catamaran over water. By air will be the quickest and the most expensive too - a one way Del - Goa tkt wud cost about Rs 8000. Air fares are cheaper if u book about 2 months in advance, ideal would be to get it booked by friends in India for u (if u know people here).

If u don't know anybody in delhi - I can fix u up with a good car and a dependable driver if u intend on doing the Simla trip by road - which I normally do for my brother when he is visitig from Florida.. Car costs would be about Rs 6 per km with an extra charge of Rs 100 per day for the driver and Rs 150 night charges per night (AC)
