I'm not sure about your budget but i can try to help.

From the airport to downtown you simply take the airport bus, it takes about 1 hour and it's 33 HK $ (4.2 USD).

For lodging, you can find a guesthouse. Of course this is minimal comfort... Price can be from 180 HK$ to 320 HK$ (23 USD$ to 41 USD$). Otherwise there might be a youth hostel? Hopefully this helps.

The airport bus will be the cheapest way
to travel from the airport to city.

When travel around the city, here are some of the cheapest way to transport. (MTR is fast and efficient, but is not the the cheapest way to travel, especially if you cross the harbour) On Hong Kong Island, trvelling by tram will be the cheapest. It runs through from West to East across the island, and covers major area such as Central, Causeway Bay. When travel across the harbour, take the star ferry. When travelling around Kowloon, take the bus.

There are also many low prices restaurant. Lots of Chinese and Western Fast food restaurant to choose from (A Mcdonald meal around US$2.6, Chinese fast food may be around US$3-4). Restaurants on some small street or corner are often not that expensive. Take a look at the prices on the menu before you walk in to make sure.

There are some hostels which are not very expensive. Try to do some research on internet.

Years ago, when I was in the service, I stayed at the old YMCA in Kowloon. That is gone now, but there is a high rise Y in the same area. It shouldn't be too expensive.

Mimi: The YMCA is in a great area, with many first class hotels near. I believe it is the Salsbury/Saintsbury or something similar. I prefer to take the train from the airport, and I can't imagine that it is that different in cost. Make sure you ride the buses around on the island, great cheap way to see it. Have fun and everyone always talks about the shopping, but when my coworkers from our Hong Kong office come to Los Angeles, they always want to go to the outlet malls here to go shopping....
