How to make a package out of what you want to see in Nthn Thailand??

My family (with 3 kids)are going on a tour in Vietnam, and when that's over will go to Siem Reap and then plan to go to Nth Thailand. Things we would like to do include
* 2 days (1 nite) at Elephant Conservation Centre,
*2 nites at Lisu Lodge (preferably with organised sightseeing/cycling/rafting etc)
*Maybe 2 nites Chiang Mai and visit butterfly farm, orchid place, markets etc etc
My question is two fold... adding these few days up seems to work out pretty expensive compared to the much longer tour we will have been on.Who do i talk to to put that together cheaper? Agents here in Oz or Thai by internet?
Also-where in that do I manage to see Hill tribe people (apart from Lisu)
