Cookie, that article isn't very helpful, as every bank has multiple credit cards all with different conditions. So you can get a credit card from Capital One that has no foreign exchange fees, or you can get one that charges 3%; likewise for HSBC.

It sounds like there is always at least a 1% fee since both Visa and Mastercard charge it and they say that the banks pass it on to the consumer....
