Hire car and driver on arrival?

Going to Siem Reap on a busy weekend and staying at Hotel de la Paix. We're arriving really late on the night on a Thursday and would like to hit the ground running with a car & driver early in the morning the next day. We're not interested in a guide just transportation.

Can we just walk outside our hotel @ 6:30am and get a car for the day? I've read that taxis are abundant, but not too sure if we'd waste a lot of time trying to get a car.

The easiest option obviously is booking through the hotel, but HdP is quoting $140 USD for a car only. I usually have no problem paying the "hotel" surcharge, but that amount seems a little ridiculous given the amounts I see browsing the forums.
