Hi Ellene,
We stayed at the Sheraton New Delhi, and the concierge sent us to a rug shop. I didn't end of buying a rug, but the shop had good quality rugs, and they did ship to the US. I wish I could remember the name.
I would recommend asking the concierge at your hotel. You could even write to the Sheraton concierge now, even if you are staying elsewhere, and I'm sure that they would give you the name of the shop.

I enjoy shopping at Central Cottage Industries Emporium in New Delhi, a nice big store with some of everything. I've bought mostly small things and fabrics which I mailed home from the ND post office. But I have no doubt they'll ship a carpet for you.

be prepared to tell the sales people exactly what you want: size, exact colors, material--wool, silk, poly.
if not they will trot out the most horrible set of every color under the sun, which will waste tons of time.
