Hire a car. Do some research on where you want to go. There are plenty of drivers and they are much cheaper than a tour--plus you can customize to your needs. Just look at the entrance of any major hotel.

yes get a driver who speaks good english and you will enjoy it much more at your leisure....have a plan and be flexible and the driver will undoubtably take you to things you are unaware of.....especially shopping and food places....
i have use Manop Noomsri...his thai cell phone is 01-9527501...he is usually pretty busy call him from home to secure services....his spot at the airport is space #11 in the parking lot....just ask anyone for manop...he is charming and very knowledgeable

You are much better off flying to Chiang Rai. You can get a good feel for the area if you stay 2 nights.

The drive is doable in about 3 to 4 hours, but these are local roads (no superhighway here). The scenery is lovely, but once you arrive you should arrange to stay clser to the border in Chiang Sean/Golden Triangle) for a day or two - you might even be able to cross the border to Myanmar (Burma) for a few hours if the border is open.

From there, you can return to Chiang Rai and fly back to BKK (only 1.15 hr. flight).
