You have to purchase the railpass before you get there. As to which one, it really depends on where you're planning to go. If you're not planning to go very far, you don't need one.

I was in Tokyo for one week on business. I visited all the major districts within Tokyo after work, and in the evenings. Shopping and dining can definitely be done in the evening hours.
As for sights, if you are interested in temples and shrines, and a taste of Japanese culture, I would recommend a weekend trip to Kyoto. Since you will be in Tokyo for 6 weeks, I would recommend a rail pass, especially if you plan to take weekend trips to other parts of Japan.

Bonjour Steve,

1) 3 days in Tokyo: First stop at the TIC inside Narita airport, for informations on what's on during your stay (festivals, flea-markets, special exhibitions in department stores, ...) and where to find whatever it is you're interested in.

2) Buy regional railpasses (2 to 4 days) and activate them on the days you want to travel. You'll lose on the regular 7 days (even more on the 14 or 21 days) if you only use it on weekends. Alternatively, there are lots of special fares for weekend travels and I found out that railpass is not always the best way to go. Have a look at http://www.jnto.go.jp/eng/GA/Transportation/trains.html for details.

ANA is running a special on airfares during the World Cup. You can fly anywhere w/in Japan one way for only 6300 Yen between May 31 and July 4 or so. The only catches are that you have to buy before leaving for Japan, and you have to be there on a tourist visa.
