Traveling from Orlando to Quebec via Toronto
 
We are cruising from Quebec in October and will be flying from Orlando . I am trying to find out if we will need to clear customs in both Toronto and Quebec if we fly through Toronto? Can someone address that as I have checked many available sources and can't find an answer. Thank you.

You only clear immigration and customs once, in Toronto.

Until the next referendum, at least, Toronto and Québec are in the same country.

I know they are in the same country obviously, but we were told that we would need to clear customs in both cities. I am just trying to find out if it would be more difficult to fly to Toronto and then Quebec or to fly to an American city and then to Quebec .

Easier connecting in Toronto than in a US city, as there are many more flights to choose from.

It's more important on the way back, though: When flying from Quebec, connecting in a US city means going through customs/immigration in the US, which is often lengthier than doing so in Toronto.
