Refund of taxes when nonrefundable tkt cancelled?

I can't answer your question about taxes refund, but the few times I cancelled a non-refundable ticket the airline allowed me to credit the fare for a new ticket minus a change fee, usually ~$100, sometimes more, sometimes less, depending on the routing and/or fare rules.

yes your tax is refundable, and in this day and age can be quite a large sum (especially with Lufthansa, all their fuel surcharges are in the tax structure). If you are claiming on your insurance, the insurance company will not reimburse you if the agent doesn't. The agent, unless you tell them you know the tax is refundable, will want to keep the money.

Whilst the tax may be refundable and whilst the headline price may be substantially lower than the final price DON'T assume that you will get much of a refund because many airlines will only refund TAXES which are GOVERNMENT imposed charges.
