Do FAA rules apply to international flights?

I was curious after reading this thread http://www.fodors.com/community/fodo...-than-this.cfm , but nobody there answered the question. Does that rule affect international flights or not?

FAA regulations apply to any flight within the United States and flying to and from the United States.

So far, I am not aware of any major US airline that flies internationally enforce this rule. The article says SkyWest does. I also know that Chautauqua does.

I've been on AA flights, domestic and international, where passengers have been told to not put their laptops in the seat pouch.

Skywest enforced it on a flight to/from Seattle early this month, but not on two other flights I was on and UA didn't say anything from LAX to SFO last week.
