There is a huge difference between US and UK airports: noone from outside is allowed into the baggage claim area in the UK, whereas the US baggage claims (except for the internation arrivals) are open for all ways of life.

Sometimes the bags weren't out but came out a couple of mins or so later.

I don't know why, but at Hobby Airport in Houston, they do check the baggage claim tags before you can leave the area.
