Air France

I want to book a specific flight to Rome in March. If I have a 1 hour and 35 minute layover at CDG and my flight to Rome is on Alitalia (after flying from Houston on Air France), who would have the responsibility of getting me there since they are partners if we were to miss the flight? Also, what about luggage.

I think you have the responsibility of getting yourself there.

I'd do some research on which flights are at which terminals.

AF will forward your bags for you. Just watch to make sure the luggage shows it marked to Rome.

It sounds like you are booking this as one ticket rather than buying a ticket from IAH/CDG, then a separate ticket from CDG/FCO. If it's all bought as one ticket then let's assume the following: Your flight from IAH to CDG is delayed and this causes you to miss your connection. In that case Alitalia should rebook you on the next flight to Rome. Barring any serious delays you have enough time to make this connection, however CDG is very busy so don't piddle around, just go straight to your next gate.
