You can obviously fly from Cairo to Amman (it is a short direct flight; 50 minutes). There are flights on Egypt Air and Royal Jordanian Airlines. From Amman you get to Petra by bus. Same for Jarash, plenty of day trips from Amman to both destinations.

You can also make the trip by buses. Leaving Cairo to Nuweiba (in Sinai) from which you get on a ferry to the Jordanian sea port of Akkaba and then on to your jordanian destinations.

Cairo to Nuweiba by bus will be 6+ hours. Buses run by the East Delta Bus Company. Terminus in Abbassia District.

Check the time table and prices on the following link (middle of the page):
http://www.egypttourism.org/New%20Site/info/bus.htm

The ferry will take around 1 hour, but there will be passport formalities at both ends, since you are travelling from one country to the other.

While in Amman, you may also consider taking a side trip to the Dead Sea and swim there (it is so salty you have to float... watch your eyes... it burns like hell).
