Visa rip off

I feel as though I've just been swindled by the Kenya embassy!
On 6/28/99, I went in to get my visa for a trip I'm making with my son in July. I brought the advertised $30 per person in a money order. I was told that just one week ago, on 6/21/99, they raised the Visa cost to $50 pp.! I walked to the local post office and bought another money order for the add'l. $40.
When I went to pick up the Visas on 7/1, there was a NEW notice that as of 6/29/99 - just one day after I was in there - U.S. citizens no longer require a Visa for stays under 30 days. Of course, they knew when they raised the price that they were about to change the Visa requirement. My demands for a $100 refund were refused and ignored.
Any suggestions on where to complain or getting my $ back? I'm afraid if I complain too much before my trip, I may be detained - especially since they know where I'm staying in Kenya.
