I can't read the link either, but I'm assuming that you're talking about the RTS,S vaccine that's been making the news lately. Here's a fact sheet on that vaccine: http://www.malariavaccine.org/files/FS_RTSS_FINAL.pdf

Note that it's effective in reducing clinical malaria by 35% (so far). That's not great, but as the fact sheet says, these results have established it as the most advanced malaria vaccine candidate.

the allocation of scientific research funds was not in correlation to number of casualties...
(this attitude changed when work started to decipher the Malaria genome - already completed)
