Hotel rates inclusive of breakfast and tax - clarify please?

If a hotel in Israel (or elsewhere) quotes rates and says that the rate is INCLUSIVE of breakfast and tax, does that mean they are INCLUDED?

Yes it does, tax and breakfast are included in the price they quote you for the room. (Of course you will have to pay extra if you use the mini-bar ect)
