East Africa on a shoestring

I am going to South Africa and Egypt in the next year and have arranged to stop-over in Kenya on the way. I've been doing a fair bit of reading on Kenya and Tanzania and may have to choose one of the countries to visit due to time restraints. Both sound fantastic so which one should I choose? Also, could I get to places such as the Norongoro Crater or the Serengeti etc. without going on an organised tour. The tours all seem a little expensive for my our budget. Alternatively can you do small tours that are inexpensive around US$300
