Might this have something to do with the Dept of Homeland Security's recent expression of concern about small boats and terrorism in the US?

It probably has to do with the fact that earlier this year American interests in Morocco were targeted. "In March and April 2007, a series of terrorist bombings occurred in Casablanca, two of which simultaneously occurred outside the U.S. Consulate General and the private American Language Center."
Also from Bloomberg News:
"The country (Morocco) has become a logistics and recruitment base for Osama bin Laden's al-Qaeda. The activity revives a traditional role played by Morocco long before 9/11, as supplier of foot-soldiers, forged documents and travel facilities for al-Qaeda. The persistence of violent groups is a worry both at home and to Morocco's near neighbors. In the past six years, Morocco has gained a reputation as a prolific source of attacks on civilians both at home and abroad."

To clarify, the American Language Center has nothing to do with America - it is Moroccan owned and operated and its primary function is to teach English to Moroccans. Its not fair (or even accurate) to say that it is an "American interest".
